On 11 March 2022 the General Assembly of the ACEEEO decided on dissolution of the Association.

The information on this page reflects the structure of the Association before the dissolution.

The ACEEEO exists to promote sound democratic processes and procedures amongst its members and others involved in the electoral process. Governed by the Charter, the Association is structured to employ the resources of its members to conduct effective programs. The ACEEEO has a graduated membership structure with specific membership fees and clear rules for participation.

The ACEEEO membership is open to electoral management bodies (EMBs) as institutions, individual experts and election professionals, and organizations supporting the electoral process. There are four categories of membership.

Institutional Members consist of EMBs from eligible European countries and, as voting members, form the core of the Association. They also benefit from ACEEEO activities and materials at reduced cost or for free. EMBs from other countries may also join as Associate Institutional Members. Interested national and international organisations, non-governmental organisations, and individuals may join as Member-Supporters. Finally, individuals may be granted Honorary Membership for extraordinary service to the Association in support of free and fair elections. While afforded many of the benefits of Institutional Members, Associate Institutional Members, Member-Supporters, and Honorary Members may participate but not vote in the decision making process.

Elections in Albania are based on universal, direct and free suffrage and secret ballot. All Albanian citizens over 18 have the right to vote and are eligible to be elected. Parliamentary elections have to be held in one round. In the People's Assembly (Kuvendi Popullor), 140 members should be elected by proportional vote to serve 4-year terms. The President of the Republic is elected by the People's Assembly to serve a 5-year term. The prime minister is appointed by the president. The next election process is to be held in 2017.

In accordance with the Constitution of the Republic the President, the National Assembly and the municipal/local bodies are all elected. The 131 members of the National Assembly (Azgayin Zhoghov) are elected by popular vote to serve 4-year terms. 90 members are elected by party list, 41 by direct vote. The President is elected by popular vote to serve a 5-year term. All Armenian citizens over 18 have the right to vote and can be elected. Elections in the Republic are based on general, equal and direct suffrage and secret ballot, as well as on the voters` direct and free decisions and active participation. The constitutionality of the elections is governed by the Republic's Constitution and electoral law.

The President is elected by popular vote to serve a 5-year term. The National Assembly (Milli Mejlis) has 125 members. Before 2005, 100 members elected for a 5-year term in single-seat constituencies and 25 members were elected by proportional representation. Since 2005 all 125 members are elected in single-seat constituencies.

BiH consists of two entities: the Federation of BiH and the Republic of Srpska (RS). The Federation of BiH is divided into 10 cantons and has 84 municipalities, while there are 62 municipalities in RS. The final treaty, concluded in March 5 1999, created a special Brcko District for the entire pre-war municipality whose territory belongs to both entities, the RS and the Federation.

The Parliamentary Assembly of Bosnia and Herzegovina consists of two houses: the House of People (Dom Naroda) and the House of Representatives (Predstavnicki Dom).The House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina consists of 42 members: registered voters in the Federation directly elected 28 (21 are elected from multi-member constituencies and 7 are compensatory mandates elected from the territory of the Federation as a whole) and registered voters in the Republic of Srpska directly elected the remaining 14 (9 are elected from multi-member constituencies and 5 are compensatory mandates from the territory of RS). The House of People of BiH includes 15 delegates, two thirds of whom come from the Federation and one third from RS. The mandate of the members is for two years. All BIH citizens over 18 years of age are registered voters having the right to vote.

The Bulgarian electoral system for parliamentary elections is proportional. Parties, coalitions of parties and initiative committees register lists of candidates in multi-mandate constituencies. Voters can indicate preference for one candidate in one list.

The territory of Bulgaria is divided into 31 multi-mandate constituencies. 4 to 13 mandates are allocated to every constituency. Voters vote with integral ballot-papers which are prepared in advance in books of 100. Ballot papers are printed according to a standard design approved by the Central Election Commission. They contain the names of the parties, the colatitions of parties and the names of the independent candidates, the number of candidates, as well as circles for indicating preference for a candidate of a party or a coalition of parties. Voters vote in ballot booths by marking with "X" or "V" with a blue-ink pen the number of the party, coalition or parties or independent candidate. Voters can indicate their preference for one candidate in the list of candidates of the party or coalition of parties they have chosen, by marking with "X" or "V", the serial number of the preferred candidate. Having marked their votes, voters fold the ballot papers and put them in the transparent ballot box. Mandates are distributed among the parties and coalitions of parties getting valid votes exceeding the threshold of 4o/o on the national level. The mandates are allocated on the basis of the Hare-Niemeyer method. The 240 members of the unicameral National Assembly or Narodno Sobranie are elected by popular vote to serve four-year terms.

The Croatian Parliament (Sabor) is a unicameral legislative body (a second chamber, the "House of Counties", which was set up by the Constitution of 1990, it was abolished in 2001). The Council of Ministers named by the prime minister and approved by the parliamentary Assembly. Elections are carried out in a direct way with secret ballot, the number of the Sabor's members can vary from 100 to 160, and they are all elected to serve four-year terms. The president is also elected by popular vote for a five-year term (eligible for a second term); the next election process is to be held in 2015. Leader of the majority party or the leader of the majority coalition is usually appointed prime minister by the president and then approved by the Assembly. Every Croat citizen over 18 has an active and a passive right to vote.

Elections in Georgia are held on the basis of universal, equal and direct suffrage and the secrecy of ballot. According to the Constitution of Georgia, Georgia as a democratic republic conducts three elections: Presidential, Parliamentary and Municipal. Elections in Georgia are primarily regulated by the Constitution, the Election Code, and the Law on Political Unions of Citizens. The Parliament of Georgia consists of 150 members and is elected for a four-year term under a mixed electoral system: 73 members are elected in single-mandate constituencies under a majoritarian system and 77 on closed party lists in one nationwide constituency under a proportional system. The president of Georgia is elected by popular vote for a five-year term. During the municipal elections Georgian citizens directly elect Mayors of 12 self-governing cities, local executives - Gamgebelis and members of local councilors Sakrebulos. Elections in Georgia are organized by the election administration that itself is represented by three levels of commissions: the Central Election Commission, District Election Commissions (DECs) and Precinct Election Commissions (PECs).

In Hungary elections are conducted on the basis of universal and equal suffrage with direct and secret ballot. Every citizen over 18 is eligible to vote. Anybody may be elected who has got a right to vote and has got a permanent address in Hungary. Practicing suffrage depends on the free decision of the citizens. Election of the one chamber parliament is based on the election law of 1990 that has been modified several times yet preserved its essence. The President is elected by the Hungarian Parliament (Orszaggyules) to serve 5-year term. In the Hungarian Parliament, 104 members are elected in single-member constituencies and 96 members are elected through a party-list proportional representation system. Elections in Lithuania are held on the basis of universal, equal and direct suffrage, by secret ballot. The citizens of the Republic of Lithuania who, on the day of the election, are 18 years of age have the right to vote. The President of the Republic is elected for a five-year term. Any citizen of the Republic of Lithuania who is at least 25 years of age on the day of the elections may stand for election as a member of the Seimas of the Republic of Lithuania (141 seats; 71 members are elected by popular vote, 70 are elected by proportional representation) - a candidate is considered elected when the majority of voters participating in the elections vote for him/her in the polls. Seimas members are elected for a four-year term. Any citizen of the Republic of Lithuania who is at least 21 years of age on the day of the elections may stand for election as a member of a municipal council in multi-member constituencies according to the party lists. Members of municipal councils are elected for a three-year term.

The citizens of the Republic of North Macedonia exercise their authority through democratically elected Representatives through referendum and through other forms of direct expression. Every citizen on reaching 18 years of age acquires the right to vote. The right to vote is equal, universal and direct, and is exercised at free elections by secret ballot.
The Assembly of the Republic of North Macedonia is composed of 120 to 140 Representatives. The Representatives are elected in general, direct and free elections and by secret ballot. The Representatives for the Assembly are elected for a term of four years.

The Government is elected by the Assembly on the proposal of the mandator and on the basis of the programme by a majority vote of the total number of Representatives.
The President of the Republic is elected in general and direct elections, by secret ballot, for a term of five years. A person may be elected President of the Republic of North Macedonia twice at most.

The Republic of Moldova has a unicameral Parliament or Parlamentul with 101 seats. The parties and electoral blocs are elected by popular vote to serve four-year terms. The Parliament is bicameral, it consists of an upper house, the Senate or Senat (100 seats; members are elected by a majority vote on a provincial basis – by basic, universal and direct, secret suffrage – to serve four-year terms), and a lower house, the Sejm (460 seats; members are elected under a complex system of proportional representation – majority system – to serve four-year terms). Romania has a bicameral Parliament or Parlament that consists of the Senate or Senat (137 seats; members are elected by popular vote on a proportional representation basis to serve four-year terms) and the Chamber of Deputies or Camera Deputatilor (332 seats; members are elected by popular vote on a proportional representation basis to serve four-year terms). The President is elected by popular vote to serve a five-year term. Every Romanian citizen over 18 prior to the election day has an active right to vote. The precondition for passive suffrage is being over 23 years of age in the case of the House of Representatives and over 35 for the Senate. Elections are conducted by the election offices, on national level the central election office summarises the results and defines which political parties and alliances did not exceed the election threshold. After that the mandates for the senators and representatives are distributed in two phases - first on the level of county constituencies and then on the national level.

In the Russian Federation the President of the Russian Federation is the Head of the State. The Russian Parliament – the Federal Assembly (Federalnoye Sobranie) consists of two Chambers: the lower chamber- State Duma of the Federal Assembly of the Russian Federation (hereafter – the State Duma) and the upper chamber – Federation Council of the Federal Assembly of the Russian Federation (Sovet Federacii). One half of them – by first–past the post parliamentary system, another half – by proportional representation. The Federation Council of the Federal Assembly of the Russian Federation consists of 170 members representing by two each constituent entity of the Federation: one of them representing the legislative (representative) and another one – executive body of State Authority of the constituent entity of the Russian Federation.

The President is elected by popular vote to serve a 5-year term. In the National Assembly (Drzavni Zbor) 90 members are elected by popular vote to serve 4-year terms. In the National Council (Drzavni Svet) members are elected by electoral college to serve 5-year terms. 40 seats are directly elected and 50 are selected on a proportional basis - however, the numbers of directly elected and proportionally elected seats varies with each election. This is primarily an advisory body organized on corporatist principles with limited legislative power; it may propose laws, ask to review any National Assembly decisions, and call national referenda.

Elections and referendum are executed with the principles of equal, secret, universal direct suffrage, open counting and tabulating of votes principles under administration and supervision of jurisdiction.

Parliamentary elections and presidential elections are held together for quinquennial term.

The President of the Republic may be nominated by political party groups, political parties which received at least five percent of valid votes on their own or collectively in the latest parliamentary elections or at least one hundred thousand voters.

The President of the Republic shall be elected directly by the public from among Turkish citizens over forty years of age who are eligible to be a deputy and have completed higher education. A person may be elected as the President for two terms at most.

The Grand National Assembly of Turkey (Parliamentary) shall be composed of six hundred (600) deputies directly elected from 87 electoral districts in total. The age to be elected as a deputy is 18.

Ukraine has a unicameral Supreme Council or Verkhovna Rada (450 seats). The members are allocated on a proportional basis to those parties that gain 3% or more of the national electoral vote and they serve for five-year terms. The President is elected by popular vote to serve a 5-year term.

The International Foundation for Electoral Systems (IFES) is the world’s premiere election assistance organization, providing countries with technical advice and tools to run democratic elections. IFES is an international, nonpartisan democracy development organization that works to give people a voice in the way they are governed.

1990 and 1991 were the first years when citizens in Central and Eastern Europe could freely express their political opinions and when the first fair - that is fraud-free - elections could be organised. It was on the initiative of IFES that election experts of Central and Eastern European countries held a conference in 1991, in Budapest to discuss the technical conditions to free, democratic and fair elections. This conference led to the establishment of ACEEEO and IFES joined us as member supporter.
