At the Symposium of the ACEEEO in 1993 election officials discussed the conditions to the fair organisation of elections. One of the major issues was drawing up the list of constituents (registration): in other words ensuring that every eligible citizen could cast a vote.
The symposium proposed to the member countries to create non-governmental organisations, foundations, and civil associations beside the official election bodies in their countries to support and supervise the fairness of elections.
At the end of the symposium the Association of Election Administrators (AEA) of Great Britain declared its desire to join the ACEEEO. Election officials from the Central and Eastern European region left their regional boundaries behind and formed relations with a Western European organisation.
