Season's greetings from ACEEEO

Dear Members, dear Partners, dear Friends,

As the end of this year approaches, we would like to give a brief account on the life of the ACEEEO in 2019.

Like before, this year we have taken our share in the global flow of the election related information as well as in activities. The most important achievement was the 28th ACEEEO Annual Conference and General Assembly Meeting (24-25 September, Ljubljana, Slovenia). At the conference we discussed three highly relevant topics ‘Judicial protection of electoral rights’, ‘Transparency of elections’ and ‘2019 European Parliamentary Elections’ with 120 participants (LINK). Also, we issued our annual publication ‘Elections in Europe’ which includes fascinating articles and case studies from the same topics (LINK). At the General Assembly meeting we elected a new Executive Board for the next three years as well as granted four distinguished officials with ACEEEO honorary membership.

In terms of participation as well as organization of election related events we have had also an active year. We have met many colleagues and shared our experience during the conferences organized by the Venice Commission (16th European Conference of Electoral management Bodies – ‘Election Dispute Resolution’; 27-28 June, Bratislava, Slovakia), the Central Election Commission of the Russian Federation (International Scientific and Practical Conference 'Digitalization of electoral processes. Humanitarian dimension'; 6-8 September, Moscow, Russian Federation), The CIS Interparliamentary Assembly (International Research and Practice Conference 'Institute of Elections as the Mechanism of Public Authority Legitimation'; 17-18 October, Minsk, Belarus), OSCE Office for Democratic Institutions and Human Rights (14th Annual DoP Implementation Meeting; 20-21 November, Warsaw, Poland), and we have had the opportunity to observe the Presidential Elections in Ukraine (31 March; Kyiv, Ukraine). Furthermore, we have celebrated the Global Election Day for the 14th time with various activities.

One of the biggest challenges in the work of the ACEEEO Secretariat this year was that almost during the entire year we had half of our usual administrative capacity. István spent almost four months assisting the activities of the United Nations Electoral Assistance Division in New York, United States in the beginning of the year, and János received a research fellow scholarship at the Babes-Bolyai University, Cluj, Romania in June.

It is obvious that we have a long way behind us as well as a long journey ahead. This time of the year provides opportunity to us all to gather strength to carry on in our mission.

Thus, the Secretariat is looking forward for active international involvement and further possibilities for joint actions in 2020 as well. Early next year we are going to have an outstanding opportunity to promote the importance of the EMBs’ mission by celebrating the Global Election Day (first Thursday of February), when many of the Central and Eastern European countries will commemorate the 30th anniversary of the first free elections, and later we will provide the opportunity to discuss relevant electoral issues at the 29th ACEEEO Annual Conference (September 2020, Georgia).
